We construct coarse moduli spaces of semistable torsion-free modules
on noncommutative projective planes (including the ``elliptic quantum planes'')
and establish basic properties (smoothness, good variation in families,
existence of Poisson structure). We also sketch a construction of the symplectic leaves
in terms of Higgs bundles with infinite-dimensional structure group.
